Split into rules/

Past a few hundred lines, split the monolith: a .claude/rules/ folder with one file per concern (methods-voice.md, grounding.md, qc-rules.md). Claude pulls the relevant rules for the task at hand instead of hauling everything everywhere. Building a methods generator? It loads the register and grounding rules; a QC task loads the QC rules.
